N-Weather for GTA 3

A slight modification that modifies the file timecyc.dat, which is responsible for the weather in the game. My goal was to highlight the bleak atmosphere of Liberty City. Changed all settings as yet, but the basic replaced exactly.

Modification is part of a larger project-GTA3: Kostygov Edition.

Recommend to put this modification over any replacing the original gaming effects. Also, if the power of the computer, I recommend you put the ENB Series.
