University R-TXD for GTA 3

New textures for the University on Staunton Island. All textures are high resolution and good quality. Due to technical issues (Alpha texture channels go astray) mipmapy is temporarily unavailable. Fixed some texture mapping. Modification is part of a larger project-GTA3: Kostygov Edition.
