This mod required: CLEO 4 for GTA San Andreas
Author:  RitrS
You are tired of city vanity? Permanent bibikan′e cars? Buzz on the street? Howling sirens of ambulances or police? Or you simply create a Storyline on the theme of Apocalypse and you need a totally empty city? Then this script for you. No signs of life in the State.

Such mods in the Internet a lot, but was less: firemen and police arrived. In the same script, whatever you do, no one will come.
